Ontario First Nations Special Education Review Report - 2017

This report is dedicated to two young boys who are members of the Mississaugas of the New Credit First Nation ("MNCFN"). MNCFN launched a human rights complaint against the federal government after it refused to pay for the special education services they needed. This report is the result of that human rights complaint and the efforts of MNCFN to help bring about improvements to the special education program for the benefit of those two boys and all First Nations children with special needs across the province.

Special Education in Ontario Kindergarten to 12 : Policy and Resource Guide 2017 (Draft)

This document supersedes Special Education: A Guide for Educators (2001). It also supersedes the following policy and resource documents that have been released by the Ministry of Education to support educators in the implementation of effective programs and/or services for students with special education needs:

• Standards for School Boards’ Special Education Plans (2000)
• Individual Education Plans: Standards for Development, Program Planning, and Implementation (2000)
• Transition Planning: A Resource Guide (2002)
• The Individual Education Plan (IEP): A Resource Guide (2004)

Note that while this document supersedes the two standards documents – Standards for School Boards’ Special Education Plans and Individual Education Plans: Standards for Development, Program Planning, and Implementation – the standards described in both documents remain unchanged and are reflected in this guide.

Meeting Special Education Requirements: A Toolkit: 2018

This project was mandated through the Chiefs-in-Assembly Resolution 13/11 (June 2013 All Ontario Chiefs Conference). Specifically the mandate called for the Ontario First Nations Special Education Working Group (OFNSEWG) to develop and conduct "community capacity training … to address challenges in understanding what types of services the High Cost Special Education Program (HCSEP) is designed to cover and ensure accurate coding."

High Cost Special Education Program - National Guidelines- 2013/2014

This document, prepared by AANDC, serves to detail the eligibility of a HCSEP recipient (provider) and participant (student); Funding Request Process; Eligible Expenditures; Monitoring and Accountability; Reporting Requirements, etc. 

Charting Our Own Path Forward: A Preliminary Analysis of the HCSEP 2015

The Ontario First Nation Special Education Working Group (OFNSEWG), a joint technical and advisory body of the Chiefs of Ontario and Indian Affairs, is mandated by the First Nations Education Coordination Unit (FNECU) to provide recommendations on issues and specific strategies for political review and/or approval for action.

The report highlights the issues arising from unaligned funding timelines and recommends a multi-year timeline. It also recommends that INAC provide resources to support two HCSEP Navigator/Support positions to focus solely on addressing the shortcomings and challenges associated with the HCSEP.

Ontario High Cost Special Education - Funding Review- 2010

Prepared by Kabuty Consulting in 2010, for the Chiefs of Ontario, the purpose of this report was to review and provide an analysis of the High Cost Special Education Program. This report provides:  

i. A complete financial analysis of the High Cost Special Education program in Ontario;
ii. A comparative analysis of what is happening in other provinces (Alberta, Quebec, B.C.);
iii. A roll-up report on recommendations and options on the future funding formula of the SEP;
iv. An interim and final report with a detailed list of sources/information consulted or cited will be attached to both interim and final reports.
