You are invited to submit a proposal for a project by the Chiefs of Ontario to produce a report on returns to post-secondary education for First Nation learners in the Ontario region.
PURPOSE AND BACKGROUND:
Chiefs of Ontario (COO) supports all First Nations in Ontario as they assert their sovereignty, jurisdiction, and their chosen expression of nationhood. The main objective of the Chiefs of Ontario office is to facilitate the discussion, planning, implementation and evaluation of all local, regional and national matters affecting the First Nations people of Ontario. Guided by the Chiefs in Assembly, COO upholds the self-determination efforts of the Anishinaabek, Mushkegowuk, Onkwehonwe, and Lenape Peoples in protecting and exercising their inherent and Treaty rights.
The COO Education Sector is currently working to support First Nations and Provincial Territorial Organizations in Ontario as they carry out engagement on First Nations post-secondary education. The engagement process is the result of a recommendation in the First Nations Post-Secondary Policy Proposal, in which the Assembly of First Nations called on the federal government to provide a three-year funding commitment for First Nations across Canada to develop new regional models for federal programs that support First Nation post-secondary students. The culmination of the engagement process will be a final report for the Ontario region, including recommendations for new regional models that will support the individual needs of First Nation post-secondary students in Ontario.
As part of the engagement process, the COO Education Sector is seeking the services of a consultant to estimate the private and social returns to post-secondary education of First Nation learners in Ontario, including a benefit-analysis of post-secondary financial aid programs. This work will help inform development of proposals for new regional models for post-secondary financial aid programs, policies and services for First Nation students in Ontario.
